Clear plastic tags and padlocks appeared after New Year to stop people from changing the temperature at Oxford town hall.

The animals were being kept in a flat, didn’t have access to the outside, so they weren’t getting any exercise and couldn’t even go out to toilet.

Oxford is one of the most unaffordable places for housing in the UK and so the city council is reminding residents of ways they can get on the property ladder.
