'We want to launch without any glitches': Why Oxford's zero emission zone has been delayed

It has been confirmed Oxfordshire's zero emission zone, the first in the UK, has been delayed because of technical problems.

The pilot scheme, which would see the most polluting vehicles paying a fee to enter the city centre, was due to begin next month, but authorities now say they don't know when it will be launched.
