The Health Minister Vaughan Gething said it will be an "extraordinary autumn and winter" with the combination of coronavirus and flu season.
His comments came as he gave an update on the coronavirus pandemic in Wales during the Welsh Government press conference.
Mr Gething said: "New cases of coronavirus have fallen steadily since the peak in April.
"There are six people in critical care and 422 in hospital with coronavirus today.

But he added we cannot be complacent as many have still lost loved ones because of the virus.
The Health Minister said the Welsh Government is investing £45m in the contact tracing workforce. He said: "We need the stability of an employed workforce through autumn and winter."
Mr Gething said: "We need to prepare for the risks that autumn and winter present and we will continue to make sure that the needs of the most vulnerable at the forefront of choices we make."
