Did this man throw a greyhound into the North Sea?

The RSPCA is investigating two reports of dogs being thrown into the sea at Hartlepool.

The picture, which appears to show greyhound, was taken near the beach in the West View area of the town last month, but the animal charity says it is not the first time similar incidents have been reported.
