More than 370 girls may have been abused in Oxfordshire

An investigation into suspected serious sexual offences against a number of children and young people in Oxfordshire has found that 370 girls were abused by gangs over a 15 year period.

PM calls for 'consequences' over child abuse failures

The Prime Minister has said there need to be "consequences" where professionals have failed in cases of child abuse.

David Cameron said: "At the end of the day, if professionals fail there need to be consequences. One of the problems in Rotherham is that there was failure after failure by social workers, by councillors, by council officials, and yes by the police, and not enough consequences flowed from that. It is very important that consequences flow."

Authorities didn't believe all Oxfordshire abuse victims

A new report today has revealed nearly 400 girls may have been victims of "indescribably awful child sexual abuse" in Oxfordshire and says authorities didn't believe some of the victims when they said they were being abused.

College of Social Work: Jailing staff not the answer

The College of Social Work has hit out at proposed plans to jail front line staff for failing to spot sexual abuse.

Prof Brigid Featherstone, Chair of The College’s Children and Families Faculty, said the threat of jail does not tackle the underlying issues of child sexual exploitation, nor will it help the system, which is already under a huge amount of stress.

While we recognise that a strong response is needed to the deplorable practice of child sexual exploitation, threatening to jail frontline social workers is not the answer.

Not only will such a move reinforce an already persecutory climate for those struggling to deliver services in difficult times, but the proposals also fail to address the incredibly important safeguarding issues that recent Serious Case Reviews have raised. We need support and training of staff at all levels on how to recognise, report on, and help stop child abuse. We must also ensure a full and effective range of responses to different forms of abuse.

We must address the severe lack of investment in child protection services, which has put organisations and systems under incredible strain and reduced their capacity for in depth work with children and their families.

Police and social services criticised for victim blaming

A review into the sexual abuse of children and young people in Oxford has found that police and social services failed to take reports of abuse seriously enough, and demonstrated through their language to the families and in their official records a clear lack of understanding of the abuse.

The review found that police described the girls as "getting themselves into trouble". Other examples of victim blaming cited by the report include:

She is a streetwise girl who is willful. She deliberately puts herself at risk as she goes off with older men that are strangers.

She is believed to be prostituting herself, to pay for drugs.

Parents told the review their concerns were frequently not taken into account - and that they were caught between a difficult, determined child and police and social services who would not take their concerns about her sexual exploitation seriously. The parents told the view:

I keep emphasising, she is a minor.

The police said she didn't appear in danger, they said she was happy to be there, and refused to tell me where she was.

They threatened to kill me and behead my baby's daughter.

One manager said 'she's streetwise and loves it.'
