Minister wants to see carers' rights in law

Minister for Care Services Paul Burstow has told me he wants to see carers' rights enshrined in law as soon as possible. He says he hopes we will see a white paper and draft bill out before the summer recess.
Although there will be no new money for councils he says it has to be their responsibility to look after carers as they are the backbone to the social care system. Mr Burstow believes it is only right carers should be given breaks when they need them.
But there are many who believe the Government's ignoring the real problem. Labour MP Barbara Keeley told me it makes no sense to give Carers rights when social care is in crisis and the burden is falling heavier on unpaid Carers.
The real issue though is that social care is hugely expensive and no political party really wants to be the one to say how much the public will have to pay. With an ageing population the situation will only get worse.
