Rescue services have called off the search for 30-year-old Dr Robert Allen who was swept into sea at Treyarnon Bay.
21-year-old Charles Allen died after being found and airlifted to hospital.
The brothers were part of a family party visiting the area over the weekend. They had been fishing near Padstow.

Search ends for missing man swept into sea at Treyarnon
The Maritime and Coastguard Agency have confirmed the search for a second man who was swept into the sea has been called off.
Two brothers had been reported as missing after being swept off rocks at Warren Cove.
One of the men, a 21-year-old, died after being airlifted to hospital.
The brothers, who had been fishing near Padstow, were of a family party on a weekend visit to the area.
Around 100 people were involved in the search, including lifeguards and a rescue helicopter.
RNLI confirm brothers swept off rocks at Treyarnon bay
Lifeboat rescue charity, RNLI have confirmed that two brothers were involved in a Treyarnon alert yesterday.
The two men had been reported as missing after being swept off rocks at Warren Cove.
A third person with them raised the alarm, causing lifeguards to arrive on the scene within minutes.
One of the men, a 21-year-old, died after being airlifted to hospital.
The brothers were part of a family party on a weekend visit to the area.
Around 100 people were involved in the initial search and rescue effort.

A man who was washed into the sea in Cornwall has died, police have confirmed.
Devon and Cornwall Police say they were called to a report of two men having been washed in to the sea near Treyarnon Bay, North Cornwall.
The men had been fishing off the rocks.
The search for the second man has been resumed after being suspended overnight.

Search for missing man in Treyarnon Bay suspended overnight
The search for a man who is missing off the coast of Treyarnon has been completed for this evening (Monday) with nothing found. A further search will resume tomorrow morning at 7.00 am.
The UK Coastguard received a 999 call this afternoon to report that two men had been washed off the rocks into the sea. One was recovered from the sea within minutes of the 999 call but despite an intensive search for the second man involving the Coastguard helicopter, Coastguard rescue teams, lifeboats, lifeguards and Devon and Cornwall Police, the missing man could not be found.
