Promises made after the Winterbourne View scandal have still not been met, according to an official report.

11 people were convicted for abusing residents at the South Gloucestershire care home in 2011.

As a result, ministers pledged to move people out of institutions and into the community by June this year but there has been little change.

We need to radically ramp up the rights of people with learning disabilities and their families. We need to ramp up community provision so that we can close institutions that hurt people rather than help them.

Care Home scandal nurse struck off

A nurse jailed for his part in the Winterbourne View care home scandal has been struck off the nursing register.

Sookalingum Appoo was previously sentenced to six months in prison for wilfully neglecting patient Simone Blake at the private mental health hospital in South Gloucestershire.

A Nursing and Midwifery Council (NMC) fitness to practise hearing found there remained a "substantial risk" of Appoo carrying out similar offences and causing further damage to the profession.Appoo, who worked as a nurse for 37 years before the scandal, did not attend the hearing in London.

"The panel considered that the convictions and in particular the facts surrounding them, which were directly related to his practice as a registered nurse and treatment of residents, brought the reputation of the profession to disrepute.. ...

"The panel considered that the protection of the public and the importance of upholding proper standards of conduct in the profession and in the Nursing and Midwifery Council as regulator is such that it has no hesitation in finding that Mr Appoo's fitness to practise is currently impaired by reason of his conviction."

Owners of Winterbourne View say treatment of patients was "entirely unacceptable"

After eleven care workers plead guilty to the ill-treatment of patients at the Winterbourne View care home near Bristol, Castlebeck - it's owners - respond.

The treatment of patients by former members of staff at Winterbourne View... was entirely unacceptable and we deeply regret this.

Over the last 15 months significant changes have taken place throughout the group to ensure and maintain the welfare and safety of all those who use our services. This is a continuing process and remains our top priority at all times.

The 150 special reports on learning disability services... undertaken by CQC demonstrated that the events at Winterbourne View were a wake-up call to the sector as a whole.
