Sentencing of Winterbourne View workers

11 care workers who've admitted ill-treating or neglecting patients at the Winterbourne View Hospital in South Gloucestershire will be sentenced for their crimes this week.

Michael Ezenagu, Wayne Rogers, Graham Doyle, Allison Dove, Jason Gardiner, Charlotte Cotterell, Holly Draper, Kelvin Fore, Sookalingun Appoo, Danny Brake, and Neil Ferguson have already pleaded guilty to a total of 38 charges under the Mental Health Act.

They were arrested following an investigation by the BBC's Panorama programme. An undercover reporter recorded footage of residents being pinned down, slapped, doused in water and taunted.

Sentencing is expected to last a week.

The hospital's former owners, Castlebeck, closed Winterbourne View and two other residential homes following concerns raised by the NHS Regulator, the Care Quality Commission.

A serious case review published earlier this summer called for fundamental changes into how the care of vulnerable adults is commissioned and monitored.

The review found there was a catalogue of failures by the agencies involved.

  • The hospital was supposed to assess , treat and rehabilitate patients - it failed to do so

  • NHS Commissioners failed to monitor placements or be aware of events

  • Patients and their families' views weren't acted upon

  • There was a failure to collaborate to identify the pattern of abuse

The report also revealed that, over three and and a half years, nine allegations of abuse against patients were reported to Avon and Somerset Police but they failed notice the pattern of abuse.
