Emergency services were called just after 3pm and road closures were put in place.
Cardiff police say a 33-year-old local man has been arrested on suspicion of causing criminal damage and is in custody at Cardiff Bay Police Station.
Fire crews remain at the scene and an investigation into the cause of the fire will be carried out.
There are no reports of any injuries.
