Gwent Police and Newport City Council are continuing to investigate the death of a 20-year-old man after the vehicle he was in went into a lake at the Celtic Manor resort on Tuesday.
The man, named locally as Ollie Floyd from Ross-on-Wye, died at the Royal Gwent Hospital in Newport.
His family thanked friends and ground staff at the Celtic Manor Resort for their "overwhelming support".
On Facebook, Ross-on-Wye Rugby Club paid tribute to "a great friend and clubman".
"Always a legend never will be forgotten" read the tribute.
