First Minister apologises for 'failings in the system'

First Minister, Carwyn Jones, has apologised for what he calls 'the failings in the system' which led to the death of 10-year-old schoolboy, Robbie Powell.

At the Senedd today, Mr Jones presented the findings of an independent investigation that he announced in December 2010. He also issued a public apology to Robbie's parents.
