People in Wales from two different households locally will be able to meet outdoors from Monday, ITV Wales understands.
It is likely that people will still be asked to maintain a two-metre social distance when meeting.
The First Minister will announce any changes in easing the lockdown tomorrow.
In a video message, Mark Drakeford thanked the people of Wales "for your ongoing help and support and for all the sacrifices you have made."
He added: "I know being separated from family and friends is difficult.
"During this review, we have been looking at how we can do this once more, in a very careful and cautious way, without increasing the risk of the virus spreading.
"I will be setting out the changes we will be making to the rules tomorrow."

During a press conference last week, Mr Drakeford said he hoped to be able to provide an update on how people in Wales could safely see their family and friends.
Today, Prime Minister Boris Johnson has set out the latest changes to the coronavirus regulations in England.
In Scotland, the First Minister Nicola Sturgeon has done the same.
