The Welsh Rugby Union has formally announced its intentions to take control of the Newport Gwent Dragons.
The WRU already own a 50 per cent stake in the club.
It hopes that the deal can be completed by July 1st, after having already come to a 'heads of terms' agreement with the Newport Gwent Dragons board.
The deal includes the purchase of the nine-acre Rodney Parade site.
A price is said to have been agreed by the WRU, Newport RFC and NGD, but it is yet to be ratified by the shareholders of Newport RFC.
Martyn Phillips went on to insist that intervention is necessary to safeguard the future of Newport Gwent Dragons.

The announcement also outlined the WRU's intentions to make necessary pitch and facilities improvement, although no further details have been revealed.
