Bryan and Ozra Johnson spent years renovating their dream house in Milford Haven but say they can no longer use many of the rooms - because it has started to collapse around them.
The house in Hakin, is situated below a cliff which has started crumbling and caused landslides.
Local politicians are now calling on action to be taken to remedy the problem after a number of landslips since 2012.
Welsh Water says it does not own the land but owns a sewer which runs through it and it is not responsible for repairing any damage as a result of the cliff subsiding.
The Council, who also says it does not own the land estimates stabilising the cliff would cost more than £250,000.
