In this week's edition of Sharp End, Adrian Masters and his guests discuss the announcement this week that the Welsh Government is to be allowed to borrow money - if it's also given tax raising powers so that it can pay the money back. Is that a good deal for the Welsh Government? Or nothing more than a promise of jam tomorrow? Some of the questions Adrian puts to Chief Secretary to the Treasury Danny Alexander.

Studio guests are the Welsh Conservatives' Assembly leader, Andrew RT Davies, Liberal Democrat AM Eluned Parrott and Labour's Mick Antoniw.

They also discuss this week's Sharp End report. Owain Philips looks at the Conservatives' ideas for saving the High Street.
