Patrick McLoughlin is new Tory chairman

Patrick McLoughlin is no longer transport secretary, instead he has been appointed Tory Party chairman and Chancellor of the Duchy of Lancaster.

That gives him responsibility for the Cabinet Office, the role formerly held by Oliver Letwin.
