Keswick's state-of-the-art flood defences, installed only three years ago, were overwhelmed on Saturday evening in the town's third flood for 10 years.
Some £6 million was invested in Keswick's flood defences out of a total of £45 million in Cumbria since 2005.
But across England, spending on flood defences is due to fall by 14% this year. Yet with water levels in Carlisle 50cm above the level 10 years ago, some argue that the amount spent can never be enough.
