Scotland to get control over income tax in devolution plans

The Scottish Parliament is expected to be handed control over income tax under proposals for further devolution.

The Smith Commission - set up after a No vote in September's independence referendum - has also recommended that Scotland gains new powers over welfare.

ITV News Scotland Correspondent Debi Edward said the constitutional reforms have led some to predict that "Britain is being put on the path to a federal system".
