Scotland will have reduced overall spending on the NHS by 1% between 2009/10 and 2015/16, while England increased spending by 4% over the same period, according to analysis by the Institute for Fiscal Studies.
The IFS points out also that Scotland's overall spending budget was cut only 8% compared to a 13% cut in England.
As health policy and spending is already devolved in Scotland, the analysis suggests that the Scottish government has historically "placed less priority on funding the NHS in Scotland (and more on funding other services) than governments in Westminster have for England", the IFS says.
