Families are to receive up to £1,200 a year towards childcare costs from 2015. The pledge will reportedly only apply to families in which both parents work and earn less than £150,000 a year. The Budget will be announced on Wednesday.
Education Minister Liz Truss has promised that the Government will deliver proposed childcare plans "as fast as we can".
Speaking to Daybreak she said the Government will need until 2015 to get the new systems will be in place.
She added: "We spend £5 billion on childcare, at the moment not enough money is going through the frontline."
The Democratic presidential candidate may also have shown his cards on his choice of running mate.
