A Belgian driver who drove into two British tourists in Bruges on New Year's Day is said to be in shock following the crash.
A police source said he was over the alcohol limit and had been travelling at more than 30kph (19mph) - the speed limit in the area.
The 22-year-old, who was arrested for drink-driving and causing injuries to two people, has been released from custody but will appear in court in the next couple of months.
His driving licence was revoked for two weeks.
