High Court Judge Mr Justice Roderic Wood said the missing siblings were "vulnerable".
He explained that last week another High Court judge, Mr Justice Hedley, had decided that the children's mother Jennifer Jones had "abducted" the children from Spain, where they were in the care of their father.
The children's mother Jennifer Jones had been ordered to return the children to Spain by midnight on Friday October 12 but did not do so.
Late on Friday she had been ordered to attend a High Court hearing in London on Monday.
The Democratic presidential candidate may also have shown his cards on his choice of running mate.
