Pennal resident Andrew Dickinson told ITV News that police "suggested that we evacuated, not forced."
He said he'd been told that "there is 4 or 500 million gallons of water sitting behind a small dam which is being propped up by trees and mud and things from a landslide."
Parts of Britain are braced for more flooding as a "once-in-50-years storm" is set to hit the south-west and Wales.
The South East and mid Wales have been worst hit by the rain which has battered Britain. The rain is set to continue.
