The Prisons and Probation Ombudsman has been commissioned to carry out the special investigation into abuse at Medomsley Detention Centre from 1961-1987.
The centre in County Durham was for male offenders aged 16 to 21. It was open during the 60s and 70s, and was designed to give inmates a "short sharp shock."
Alexander Flavell, 89, has previously denied misconduct in a public office, buggery, indecent assault and three counts of assault.
