The Middlesbrough Supporters Forum is getting fans opinions on whether they would prefer 'safe standing' areas at the Riverside stadium.
It would mean getting rid of terracing but would not necessarily mean cheaper tickets.
The changes would have to go through Parliament and become law before they could be implemented by clubs.
