A woman identified only as 'Subject Seven' was physically attacked by PC Wayne Scott, who is serving 19 years for multiple counts of rape, assault and a sexual offence involving a child. He went on to rape her twice.
She claimed that she was pressured by officers into withdrawing her original complaint. That claim was referred to Cleveland's Professional Standards Department.
The Wayne Scott Report, which was supervised by the IPCC, has found that all documents relating to her complaint have been lost, and there was a complete lack of record-keeping.
The report places the blame with two specific officers - but no action can be taken against them because they are retired.
On Monday 31st December 2007, Subject Seven met with Wayne Scott at his request. It was during this meeting that she states “An incident took place between Wayne and I which resulted in me receiving an injury to my wrist requiring hospital treatment.”
There is no further detail regarding the assault within the statement.
She states that she reported the matter to the police and two uniformed officers attended the home address of her partner and took a statement from her.
She goes on to say that a couple of days later she was visited at her home address by a uniformed officer who asked more questions about the incident and she thinks took a statement from her.
A couple of days later she was in Stockton Town centre, in company with her friend Subject Twenty-two, when her partner, Subject Twenty-three, contacted her and told her to go to the police station to speak with officers to discuss her assault complaint.
She states that she attended that day and was taken to an interview room where two plain-clothes officers asked her questions about the assault.
She states a further couple of days later she was again contacted by the police to return to discuss the assault. She states she did attend with her friend Subject Twenty-two.
Once she got to the station she was taken into an interview room by officers she described as wearing plain clothes, “both looked like Phil and Grant Mitchell both by size and shaven heads.”
Subject Seven states that the officers told her that if she continued with the investigation and even if he wasn’t charged “Wayne would lose his job; he would lose his house and so have no money,” She states that she became very upset and felt that she had done something wrong and therefore gave a statement to the officers retracting her original allegation.
She states that she then left the police station very upset because it was never her intention to withdraw her statement. When she informed her friend Subject Twenty-two of what she had done she had also been very angry.
It concludes that 'investigating the allegation made by Subject Seven that undue pressure was made by officers to withdraw her statement of complaint in January 2008 has been made extremely difficult due to a complete lack of documentation or record keeping'.
