Swale Borough Council said it was "shocked" by the discovery at the Milton Creek Country Park.

The council's stray dog service is reassuring people that though they can't hold dogs indefinitely, they'll do all they can to secure his future.

It's not clear where the mother dog is, but the council say the pups were "clearly loved" and the owner did what they thought was right at the time.
