Officers were in the Parliament Street area when they encountered a number of men armed with large knives

The 43-year-old, of no fixed address, was arrested in the early hours of Friday 4 October.

Lewis Bell, 26, from Stockton, died at the scene in Hills Drive after a reported incident at around 12am on 19 September.
