ITV News can reveal underground piping declared 'outworn' in 2007 was never replaced by Southern Water, after 30-thousand homes were left without supplies.
Southern Water says supplies are being restored to St Leonards-on-Sea, Hastings and areas in and around Westfield.
The picture was donated to the Hastings Advice Representation Centre in the town of St Leonard's-on-sea in Sussex.
