Ben Riley had recently moved to the town and said he was not aware that bags had to be placed in a wheelie bin.

The property was being occupied by 12 people despite there not being the correct license for this. People were even sleeping in an under-stairs cupboard.

The move is expected to save the council £100,000 in the next few weeks.
