A firefighter who lost her life tackling a large blaze near Bristol is one of the first recipients of the Elizabeth Emblem.  

Simon Shilton said he had made the decision 'with a heavy heart'.

Most of the roles that would have been lost were expected to come from closing posts after retirements.
