Scotland to get control over income tax in devolution plans
The Scottish Parliament is expected to be handed control over income tax under proposals for further devolution.
The Smith Commission - set up after a No vote in September's independence referendum - has also recommended that Scotland gains new powers over welfare.

Smith Commission confirms Scotland's control of income tax
The Smith Commission has revealed its recommendations for further powers for the Scottish Parliament.
They include:
- The ability to set income tax rates and bands
- Scottish Parliament will retain all income tax raised in Scotland
- Powers to allow 16 and 17-year-olds to vote in Scottish elections
- The ability to create new benefits and make discretionary welfare payments
What is the Smith Commission?
- The Smith Commission was set up after Scotland voted "No" in the independence referendum in September
- The commission was tasked with reaching an agreement on devolving further powers to the Scottish Parliament
- Lord Smith of Kelvin, who led the process, will unveil his proposals today
- The plans are the result of cross-party talks by the Scottish Parliament's five political parties
- His recommendations will form the basis of draft legislation due to be published in January
