Changes in help for special needs children

More than 3,700 children in the Meridian region have severe or multiple learning needs. But these children represent only a fifth of pupils registered as having special needs which include difficulties such as emotional, social or behavioural problems. Christine Alsford looks at changes in the way special needs can be identified.
