The Chief Constable of Greater Manchester Police says he welcomes the announcement of a public inquiry into the shooting of Anthony Grainger.
The father of two was killed by a police marksman as he sat in a car in Culcheth near Warrington.
Sir Peter Fahy, the former Chief Constable, was due to stand trial after the shooting, charged with breaches in Heath and Safety.
But that trial collapsed when police said their evidence was too sensitive to be heard in court.
Chief Constable Ian Hopkins said:
Since Anthony Grainger died in March 2012 we have always insisted that the family, public and the officers involved deserve a full understanding of the circumstances that led up to his death.
"We therefore welcome the announcement of the public inquiry today and GMP will continue to cooperate fully with this ongoing process."
