Liverpool drugs baron loses court challenge

Jailed drugs baron Curtis Warren has given up a legal fight against conditions which will come into effect upon his release.

Lawyers for the Director of Public Prosecutions were due to ask the High Court to consider enforcing a Serious Crime Prevention Order (SCPO) in respect of 49-year-old Warren, who is serving a 13-year sentence.

Designed to protect the public and help prevent re-offending by disrupting his potential to re-involve himself with serious criminality, it involved imposing restrictions on access to mobile phones and telephone kiosks as well as limitations on bank accounts and other requirements.

SCPOs are normally made at the crown court following a conviction, but Warren, from Liverpool, was convicted in Jersey in 2009 of plotting to smuggle cannabis with a street value of #1 million onto the island, which is outside the jurisdiction of England & Wales.

Lord Carlile QC for the DPP, told Mr Justice Turner in London that the two sides had agreed terms which meant that Warren submitted to summary judgment against him.

Warren, who is being held in Belmarsh Prison, was set to appear via video-link if the hearing had gone ahead.
