HSE will bring GMP charges

PC Terry was shot dead by a colleague during a training exercise in 2008.

Ian Terry, 32, was killed during a refresher training exercise involving firearms at a disused warehouse in Newton Heath on 9th June 2008.

Now the Health and Safety Executive will charge the force, and two if its officers, over PC Terry's death for alleged breaches of the Health and Safety at Work Act 1974.

Summons will be brought against:

  • Greater Manchester Police – for an alleged breach of Section 2 of the Health and Safety at Work etc Act 1974(HSWA).

  • The Exercising Conducting Officer, who was responsible for running the 9 June course – for an alleged breach of Section 7 of the Health and Safety at Work etc. Act 1974.

  • One of the Exercise Safety Officers, who assisted the lead officer in running the course – for an alleged breach of Section 7 of the Health and Safety at Work etc. Act 1974.

The decision comes after the Crown Prosecution service decided yesterday there was insufficient evidence to bring criminal charges over PC Terry's death.
