Andium Homes chairman Frank Walker says that tenants could suffer from the dispute between Jersey's government and the States-owned housing company.
The government has faced criticism from the Comptroller and Auditor General about the control it has over the salaries of staff at companies it owns, claiming the lack of clarity has sparked a public row with Andium Homes.
It follows a series of high-profile resignations at the company. Vice chair Heather Bestwick resigned after the Chief Minister publicly criticised the housing provider's executives salaries.
Last week Andium Finance Director, John Hamon quit, accusing the government of 'losing its way' saying that leadership was 'non-existent'.
Today, Mr Walker told ITV News' Emma Baker that the board had been 'decimated' - and that taxpayers and tenants would be the ones to bear the burden of the disagreement.

Chief Minister John Le Fondré welcomed the Comptroller's report and has agreed to put in a pay policy and to strengthen their governance.
Speaking to ITV News, he said tenants and staff at Andium should not be concerned by the dispute as the company should function as normal.
