The 57-year-old was jailed for 20 years yesterday after being found guilty of 15 counts of indecent assault and 4 counts of rape at the former Beechwood Children's home in the 1980s, which has since been demolished.

The county council leader had said in November that he would apologise if the council was found to have failed to protect children in its care.

Today, Cllr Alan Rhodes said, "That moment has now arrived".

To the victims and their families, I wholeheartedly and unreservedly apologise when, as a council, we fail in our duty of care to protect you.

I want to pay tribute to the bravery, courage and persistence of those victims who at last have seen justice prevail with a lengthy custodial sentence for a man who betrayed his position of trust.

It was our role to keep children safe and we clearly didn't, which is a deep source of regret.

These offences took place more than 30 years ago and it is important to assure people that residential children's homes of the 1980s bear no resemblance to those of today.

The Goddard Inquiry will further examine the scale and nature of historic child sexual abuse in Nottinghamshire and we will cooperate fully with this inquiry and ongoing police investigations.

Council: 'Children in our care should have been safe.. and in the 1980's they were not'

Nottinghamshire county council has apologised for failing to protect children in its care from a sexual predator who was employed at one of its children's homes.

In a statement the authority said it welcomed the conviction of Andris Logins, who was today convicted of 15 counts of indecent assault and 4 counts of rape.

It added that residential children's homes of the 1980s, like that of Beechwood Children's Home where the abuse took place, bear no resemblance to those of today.

Statement in full below:

“We welcome the jury's verdict and the conviction of a serious offender who betrayed his position of trust towards children in his care during the 1980s.

We are pleased that Logins has been brought to justice and that the courage, bravery and persistence of the victims will be recognised with a substantial custodial sentence.

Children in our care should have been safe and protected and the Logins trial heard that in the 1980s they were not. For that we sincerely apologise.

The safety and wellbeing of children and young people in our care is our highest priority and we will continue to do everything we can to protect them from any individuals who seek to harm them.

These offences took place more than 30 years ago and it is important to assure people that residential children’s homes of the 1980s bear no resemblance to those of today. Nowadays the safety and quality of care is closely monitored and independently reviewed by Ofsted and the Nottinghamshire Safeguarding Children’s Board.

Historic abuse of children is a national issue as outlined by the Goddard Inquiry and over the coming years we will be co-operating fully with the Inquiry and the ongoing Nottinghamshire Police investigations to bring any other perpetrators like Logins to justice.

Abuse of children in any era is totally unacceptable and we would encourage anyone who has suffered abuse of any kind to come forward and report it to ourselves or to Nottinghamshire Police."
