Humberside Police is the only force in the UK to be rated as 'inadequate' in terms of its plans to tackle budget cuts in the future.
A report by Her Majesty’s Inspectorate of Constabulary (HMIC) suggested the force had 'little understanding' of future demand.
The report also criticised Humberside Police for failing to think about how it could develop skills in the face of cuts to manpower.
