The council which runs local services in Letchworth, Hitchin and Royston has been run by the Conservatives since 1999 but this year saw the Tory majority cut.
The Conservative lost five seats with two going to Labour and three to the Liberal Democrats.
Early turnout figures in the council elections in the Anglia region suggest only a third of voters bothered to cast their ballot.
All the political parties will be weighing up gains and losses in local elections across the Anglia region.
Counting will start at 10pm across the Anglia region in the local council election with results coming through in the early hours of Friday.
