Labour took Cambridge from no overall control, taking seats off the Liberal Democrats.
Ten of the seats on offer went to Labour, while the Lib Dems won four and an independent one.
The new council line-up has Labour on 25, the Lib Dems on 14, independents on two and Conservatives on one.
In reaction to their win, Labour leader Cllr Lewis Herbert said:
"It's been 14 years, the year 2000, nearly half a generation. We have got votes in the whole range of wards, in the city we have got support across the city. We have a lot of work to do, there's a lot of challenges such as housing. It's not a city that's equal - we have a lot of work to do."

UKIP have gained their first three seats on Peterborough's unitary authority to leave the council with no overall control.
UKIP are the big winners in the council elections in the East depriving the Conservative of their majorities on five councils.
