It happened at 8 o'clock on Monday morning at the junction of Dunstable Road and Leicester Road.
Police say it appears the victim and gunman knew each other. The victim, who's 27, is in a serious condition in hospital.
Luton police say this incident is not connected to recent shootings in the town. The gunman is described as a "skinny, 6-foot-tall white man".
