Twenty people have died with coronavirus at a care home in Stevenage.
Fifteen residents died at Pinelodge care home and five others passed away in hospital from April 11 to April 30.
Managers of the care home have criticised the lack of testing for residents and staff. They said all residents should be tested whether or not they are showing symptoms.
Mohammed Raja, managing director, said the last six weeks have been "difficult".
"Cannot thank all our front-line staff enough, and appreciate the care that they have been providing, keeping spirits up and entertaining the residents during this difficult period", he said.
"We would also send our heartfelt condolences to family members who have been affected by this tragic loss.
"Whilst we have been fully supported by CCG team, Herts County Council Team and our CQC inspector, providing guidance throughout this pandemic, the testing for the care home staff in our area had only been made available since 17th April, which in our estimation four weeks too late.
"And for our residents since the 27th April testing has been made easier with kits being sent into the home, but again that is only for residents showing symptoms, it would be better if we could have every resident tested."
