George Osborne defends 'cyber investment' for spy agencies ahead of Spending Review

Chancellors don't usually make their speeches at GCHQ, the secretive government intelligence organisation.

In fact, George Osborne will be the first ever. It is a (not particularly subtle) demonstration of his priorities for the Spending Review he's due to deliver next week.

The Chancellor believes that, even at a time of government cuts, spending on 'cyber investment' must increase.

He plans to spend £1.9 billion on cyber security by 2020. That's double what it was.

So what will we get for our money? There will be a new National Cyber Centre based at GCHQ just outside Cheltenham.A new 'cyber force' will handle cyber incidents in the UK.

George Osborne will make an explicit link between cyber attacks and so-called Islamic State. He claims they want to develop the capability to unleash online attacks.
