Details of Ukraine peace deal revealed
The details of the Ukraine peace deal agreed by Russia, Ukraine, France and Germany have been revealed today.
A Russian-language document handed to reporters outlines a 13 part deal, agreed last night, that has been signed by leaders following marathon talks to announce a comprehensive peace deal for eastern Ukraine.
Here are the 13 points that have been agreed in a bid to secure peace in eastern Ukraine:
An immediate ceasefire in areas of the Donetsk and Luhansk regions starting from midnight Kiev time on February 15
Withdrawal of all heavy weapons by both sides, to start by the second day of the ceasefire and be completed within 14 days, creating a security zone at least 50 kilometres wide
Effective monitoring and verification of the ceasefire regime and the withdrawal of heavy weapons to be carried out by the OSCE
Open dialogue to begin on the first day of the ceasefire on ways in which local elections should be conducted in accordance with Ukrainian legislation and the law of Ukraine interim local regarding "self-government in certain areas of the Donetsk and Luhansk regions"
Assurances of pardoning and amnesty by enacting a law prohibiting persecution and punishment of people in connection with events that took place in certain areas of Ukraine's Donetsk and Luhansk regions
Assurances of the release and exchange of all hostages and unlawfully detained persons
Safe access, delivery, storage and distribution of humanitarian assistance to those in need
Ukraine will reinstate control of its banking system in the conflict-affected areas to resume socio-economic ties including social transfers such as pension payments and other payments
Reinstatement of full control of the state border by the Ukrainian government throughout the conflict area, starting on day one after local elections and ending after a full political settlement is reached
Withdrawal of all foreign armed formations, military equipment, and mercenaries from Ukrainian territories
Carrying out A constitutional reform will be carried out in Ukraine with a new constitution set to be in force by the end of 2015
Questions related to local elections will be discussed and agreed upon with representatives of certain areas of the Donetsk and Luhansk regions and elections will be held in accordance with relevant OSCE standards
Establishment of working groups on the implementation of relevant aspects of the Minsk agreements
