Man ordered to pay £700 for dumping bags of rubbish in tenants' bins

A Gwendraeth Valley man has been prosecuted for dumping 20 bags of rubbish into bins which were for tenants’ use only.

Robert Morgan, aged 47, of Coalbrook Road, Pontyberem, pleaded guilty to two offences contrary to Section 33 of the Environmental Protection Act 1990 at Carmarthen Magistrates Court.

The court heard that in January the council’s environmental enforcement section received a complaint that a van had pulled up at the rear of the former Pugh building in Cowell Street, Llanelli and dumped a number of bags into the bins which are for the sole use of the Pugh building tenants.

CCTV footage showed the van pull up and a male get out and put around 18 to 20 bags into the bins.

It also showed him putting around five bags of rubbish in the previous week.

DVLA checks established the van belonged to Morgan.

He was given a 12-month conditional discharge by magistrates and ordered to pay prosecution costs of £686 and a victim surcharge of £15.
