A major review of NHS patient safety, conducted by US expert Don Berwick, has been published and one of its key recommendations is a new criminal offence for "wilful neglect". Health Secretary Jeremy Hunt has said he will consider the proposal.
Donald Berwick was President and CEO of the Institute for Healthcare Improvement (IHI) for nearly 20 years.
In July 2010, President Obama appointed Dr. Berwick to the position of Administrator of the Centers for Medicare & Medicaid Services, a position he held until December 2011.
He was formerly Clinical Professor of Pediatrics and Health Care Policy at the Harvard Medical School, and Professor in the Department of Health Policy and Management at the Harvard School of Public Health
He is a recipient of several awards and author of numerous articles and books, including Curing Health Careand Escape Fire.
The Democratic presidential candidate may also have shown his cards on his choice of running mate.
The US president also shared a post on Twitter accusing Dr Anthony Fauci of misleading the public over hydroxychloroquine.
