The UN envoy to Syria Kofi Annan says he has invited the five permanent members of the Security Council to join an Action Group on Syria. These countries are the UK, US, China, Russia and France.
Mr Annan has also invited the European Union, Turkey, Iraq, Kuwait and Qatar. There was no mention of Iran.
