Phil Scraton on how he first discovered police statements had been changed

Professor Phil Scraton began researching what happened at Hillsborough and worked on the first report into the disaster published in April 1990 - Hillsborough & After - The Liverpool Experience

Professor Scraton was one of the Hillsborough Independent Panel that examined all the documentation relating to the disaster including files from South Yorkshire Police. He says the evidence that led to the panel's groundbreaking conclusions could've been found earlier. He says senior officers should be held to account.

He says that the importance of 'the lie' that David Duckenfield told on that day led to years of focus on fans behaviour - today the jury found that fan behaviour DID NOT contribute to the dangerous situation at the Leppings Lane turnstiles.
